My question is WHY would you want to?
Just use boot camp.
Either on a ppc or intel mac, if you hold down the option key and start the mac and you have either more than one partition ie. os/9 and os /x or you have a bootable cd/dvd in the drive you will get the boot target drive menu.
Its part of the firmware not the os or bootcamp, I think some people think that bootcamp acts as somekind of bootloader, from my understanding of it , it is just a wizard that creates the harddrive partitions and installs the control panel applet in windows. wow... big deal.
The big DEAL here if your looking for why this works now when it could only be done via a hack a few weeks ago it the FIRMWARE UPDATE, it modified the EFI modules to work with legacy bios .
ITs really pointless to try to setup windows outside bootcamp unless you want to do something like a tri-boot, or boot vista (why I will never know) or something.
