Odd ball, I thought it was working after the proxy bypass, I downloaded and opened from her desktop, got a quick certificate warning that I hit yes to proceed and the image appeared in the document. I even searched the whole registry. I created the dword with a value of 0 to see it would change anything (restarted outlook). It didn't and is now removed. When the pictures failed to display I assumed the email sender had the issue their side. My WIN10 setup is pretty static except for windows/office updates. I've also started outlook in safe.

Right-click an empty area, point to New, and then select String Value.
Double-click OutlookSecureTempFolder, and then enter a valid folder path, for example C:temp0.

Lately I’ve been recreating some our group policies. One thing that wasn’t consistent was that some of our client machines were showing different results on the Advanced tab of IE settings. Most of them were fine but the one that seemed to cause the issue was that some of the clients were enabling the following Advanced setting:
This was causing Outlook to not display images from certain senders.

I changed to Disable and the pictures starting loading.
